This project has been engaging my thoughts for nearly a decade. I was forced to actually address it while sitting in our temporary home in Ile-Ife, Nigeria, watching world satellite TV with virtually no Blacks on it. In Nigeria, I became acquainted with Paris-based Fashion TV, U.S.-based Style Network, and the Australian production McLeod’s Daughters. Outside of M-Net’s Africa Magic, a network dedicated to showing Nollywood productions primarily, television was anything but Black. African television is at the crossroads. This chapter surveys, describes, analyzes and explains the major changes that have taken place in the African television landscape since the 1990s. It focuses on three major developments that have marked the African television landscape: (1) liberalization of the television space to keep abreast of international developments, and the tension between entrenched governmental public broadcasting systems and newly licensed “independent” TV stations, (2) the process and impact of the analogue to digital TV switchover shepherded by the International Telecommunications Union, and (3) the diffusion of Chinese electronic technology, television, and film content on the African television market as part of the Asian giant’s “soft power” diplomacy and State capitalism. African television is constrained by political regimes that restrict freedom of expression, and regulatory agencies that preside over systems in which the law takes precedence over rights.

Television is predisposed to the perception that it is the opposite of art and politics and that it is a time-consuming means for “dumbing down,” placating, disempowering and benumbing the citizenry. Through a discussion of the place of art and that of television, I use, as a conceptual framework, the convergence of the white cube and the black box to interrogate dynamics of postcoloniality, vision and power and how this forged divergent modernisms. Television in Africa did not, as with postwar America, create a sense of collective communities of spectatorship that would be brought closer to art appreciation through television. Rather, television, as the political, social and cultural phenomenon of modernization in various African countries, seemed to corrupt what was regarded as “pristine” cultural practices. However, since it coincided with colonial independence and the emergence of postcolonial nations, it became intertwined with various modes and mediums through which new forms of social consciousness aimed at self-definition and self-representation could be disseminated. The convergence of the white cube spaces of art and the black box of television enables an engagement with the colonial spatio-temporal distanciation of Africa from the global stage.

During the last decade, popular television formats have been replicated across the globe for local or regional consumption as program imports, adaptations, clones or imitations, raising questions on the possible ramifications of such cultural inflows. For Africa the international program flow and the influence of Western media content has been a contentious issue for decades, underlying the cultural imperialism thesis of the 1970s and 1980s, and the centre– periphery paradigms which conceptualized the series of dependency relationships. In African media research concepts like cultural colonialism, media imperialism, neocolonialism, Americanization, homogenization, have been used to denote the unequal flow and influence of Western media products in Africa. Within the framework of media globalization some scholars have even propounded a scenario of the emergency of a global culture mediated by the dominant Western media. The central issues in African media discussions have mainly revolved around the flow of finished media programs and their perceived detriment to local cultures and identities. What is missing in the African research literature is the attention to television formats, a phenomenon described by Keane et al. (2002) as a vehicle for localization, since what is imported is not the content itself, but a recipe for creating a local version. Global reality format shows thus create a new picture.

How should one think about popular media in the African context? Should we attempt to understand and analyse the increasing proliferation of tabloids, reality television shows, pop music, websites and mobile communications through the analytical frameworks constructed by scholars in the Global North, or does Africa pose unique research questions? Is there a danger of either essentializing Africa by treating her as ‘different’, or by ignoring her specificity by approaching her media via Western theoretical constructs? The scholar wishing to understand the interface between popular media, development and democracy in contemporary African societies is faced with a complex double bind. Elsewhere (Nyamnjoh 2005: 2-3) I have argued that African worldviews and cultural values are doubly excluded from global media discourses, first by the ideology of hierarchies and boundedness of cultures, and second by cultural industries more interested in profits than the promotion of creative diversity and cultural plurality. Little attention is accorded to how Africans negotiate and navigate the various identity margins and cultural influences in their lives, in ways that are not easily reducible to simple options or straightforward choices. The consequence of rigid dichotomies or stubborn prescriptiveness based on externally induced expectations of social transformation is an idea of democracy hardly informed by popular articulations of personhood and agency in Africa, and media whose professional values and content are not in tune with the expectations of those they purport to serve. The predicament of media practitioners in such a situation, as well as those wishing to understand African media practice through media theory, is obvious: to be of real service to liberal democracy and its expectations of modernity, they must ignore alternative ideas of personhood and agency in the cultural communities within which such practices take place and of which such practitioners and, often, scholars form part. Attending to the interests of particular cultural groups as strategically essential entities risks contradicting the principles of liberal democracy and its emphasis on civic citizenship and the autonomous individual, which media practitioners in African societies are being held accountable to.

Video games studies, including many of our most inspired written accounts of video game history, is very white. Stories about US video game pioneers, from engineers and designers to early adopters and arcade patrons, tend to be mostly about the white men who created, consumed, and periodically saved the industry. Even now that game history is on the verge of becoming as queer and ostensibly nonconformist as some aspects of its games and culture are theorized to be, these new avenues of critical investigation speak most directly to a queer mainstream that has always been constructed as white. Although there is much to be inspired by in the proliferation of emergent video game histories that are more gender-inclusive, trans, or so-called diverse, with few exceptions these progressive accounts still tend to be White. White. White. Black designers, players, blerds, and technocrats have been excluded from the canon of old and new video game histories in much the same way Frantz Fanon theorized that blackness functions as a fact: an outwardly defined pejorative social inscription that justifies its alienation and exclusion.

Much has been written about Nina Simone’s song “Mississippi Goddam” because it lyrically achieves the political consciousness of the embattled community whose experiences and energy it intends to speak to, through, and for. With its curse words, impatient tone, and energetic rhythm, it could never be mistaken for the traditional, Christian-inflected civil rights dirge. “Alabama’s got me so upset,” the chorus complains. “Tennessee made me lose my rest, and,” as if its atrocities need not be spelled out, “every body knows about Mississippi, goddam!” The song was banned from radio airplay but still became part of the civil rights sound

"Debates on the future of the African continent and the role of gender identities in these visions are increasingly present in literary criticism forums as African writers become bolder in exploring the challenges they face and celebrating gender diversity in the writing of short stories, novels, poetry, plays and films. Controversies over the rights of Lesbian, Gay, Bisexual, Trans, Intersex, Queer (LGBTIQ) communities in Africa, as elsewhere, continue in the context of criminalization and/or intimidation of these groups. Residual colonial moralizing and contemporary western identity norms and politics vie with longstanding polyvalent indigenous sexual expression. In addition to traditional media, the new social media have gained importance, both as sources of information exchange and as sites of virtual construction of gender identities. As with many such contentious issues, the variety of responses to the "state of the question" is strikingly visible across the continent. In this issue of ALT, guest editor John Hawley has sampled the ongoing conversations, in both African writing and in the analysis of contemporary African cinema, to show how queer studies can break with old concepts and theories and point the way to new gender perspectives on literary and cinematic output. This essay performs a critical comparison of two documentary films about queer and trans people of color, Jennie Livingston's Paris is Burning (1991) and Wu Tsang's Wildness (2012) and examines how the two films negotiate of the politics of representing reality and “realness.” The comparison illuminates two entwined problematics: the ways in which the challenges faced by each film are emblematic of the larger historical context in which they were made, specifically notions of queer community and its subjects; and the ways in which the negotiation of these challenges occurs in relation to a broader field of ethical and formal questions relating to documentary itself.

Dans le contexte de l’héritage canadien de colonialisme et de profond racisme, les musées ont contribué à l’oppression des Noir.e.s, des communautés de couleur et des peuples autochtones en gardant le silence ou en supprimant certaines histoires sous prétexte d’« objectivité ». Cet article examine les pratiques commissariales de deux femmes noires canadiennes, Gaëtane Verna, directrice et conservatrice en chef de la galerie d’art contemporain The Power Plant, et Andrea Fatona, commissaire indépendante, afin de situer le commissariat critique à l’intérieur de perspectives afroféministes intersectionnelles. En conformité avec une base conceptuelle fondamentale de ce féminisme, je soutiens que ce qui rend l’acte commissarial « critique » est la reconnaissance non seulement de la position qu’une personne occupe dans la société, mais aussi de celles dont elle ne fait pas toujours l’expérience. En examinant les pratiques de ces deux femmes, je mets au jour une riche histoire de l’art et du commissariat des Noir.e.s au Canada.

La première, c’est de saisir toute l’importance du tournant postcolonial/afro-décolonial dans la construction d’une contre-épistémologie propre au sujet culturel colonisé africain. En d’autres termes, pour le sujet colonisé, cette contre-épistémologie sert à décoloniser les imaginaires, à partir d’un questionnement de la colonialité de l’épistémologie et du savoir donnés pour universels par l’occident. La deuxième chose, c’est que ̶ à quelques mois de la commémoration du centenaire de la naissance du prolixe et polygraphe auteur africain-colombien Manuel Zapata Olivella (1920-2004) ̶ cet article puisse le situer à sa juste place. Celle d’un sujet culturel colonisé africain des Amériques dont l’abondante production culturelle et la pensée, portées et révolutionnées par le concept de Muntu africain, participent de la décolonisation des imaginaires et de l’épistémologie
