Upon election in 2015, the Justin Trudeau Liberal government announced its intention to transform government operations by bringing nonprofit and private sector partners into the center of public sector decision making through new structures such as Policy Hubs and Innovation labs. These collaborative arrangements were intended to yield the benefits of Michael Barber’s theory of deliverology by breaking through the public sector aversion to risk and change and by creating new spaces for devising effective solutions to the increasingly complex social and economic challenges facing government. A preliminary examination of the use of policy hubs and innovation labs in Canada between 2015 and 2020 indicates that the results have been mixed for the nonprofit sector partners. Collaborative relations have offered nonprofit sector partners new opportunities and access to influence policy decisions. However, this influence also poses risks to their independence, legitimacy and effectiveness as policy advocates. Both public and nonprofit sector partners in PILs should heed certain cautions in choosing future partnerships or they may find their ability to achieve meaningful policy change is limited.

The importance of knowledge co-creation – the joint production of innovation between industry, research and possibly other stakeholders, such as civil society – has been increasingly acknowledged. This paper builds on 13 cross-country case studies and co-creation experiences during the COVID-19 pandemic to characterise the diversity of knowledge co-creation initiatives and identify lessons for policy. The paper identifies a strong rationale for policy to support knowledge co-creation because the benefits of successful co-creation initiatives outweigh the initial co-ordination costs. Moreover, knowledge co-creation initiatives can contribute to democratising innovation. Successful initiatives engage all stakeholders and have effective governance and management structures. They also have clearly defined ownership and use rights of the collaborations’ outcomes and benefit from favourable conditions to operate, including temporary staff mobility and institutional set-ups that facilitate collaboration and effective communication among participants.

While most previous studies have focused on defining the concept and categorizing various types of prefiguration, this paper contributes by investigating under what circumstances prefiguration leads to revolutionary social change. The paper takes an original approach to these issues by turning to transition studies and the socio-technical change literature. This field focuses on the technical equivalence of prefiguration: namely, the relationship between small-scale niche innovations and large-scale technological transitions. Through theoretical discussions and empirical illustrations, this paper presents a typology of five transition pathways through which prefigurative strategies may result in a range of social change outcomes from reformative to revolutionary transformation.

The establishment of empathy is the premise and foundation for diverse innovative proposals and problem solutions. Virtual reality has provided a full range of depth and breadth for the establishment of empathy in many different types of fields due to its immersive, interactive, and imaginative characteristics. In this study, bibliometric analysis and VOSviewer software are used to cluster and visualize relevant 190 articles from the Web of Science core collection. The essay proposes a positioning of how to apply virtual reality on empathy based on two dimensions, from internal world to external world, and from business innovation to social innovation, by integrating each two of them, four application methods are summarized, which are meaning shaping, value creation, individual satisfaction, and self-realization. What's more, using the bibliometric analysis result as a basis, the application landscape of virtual reality technology for establishing empathy has been constructed, including individual level, society level, and nature level, which reveals the existing and coming possibilities of using VR technology on building empathy in different fields. Last but not least, the paper has discussed the impact of virtual reality for empathy-building from five aspects, economy, politics, culture, society, and ecology. The efforts of this study reveal the VR tendency and have important reference significance for promoting the application of virtual reality technology in creating empathy and innovation in different fields.

Their efforts towards realizing those are important sites for the investigation of contemporary tensions of expertise. The promotion of new, transformative ways of knowing typically involves a large bandwidth of claims to expertise. The attendant contestation is unfolded through the exemplar case of the Basic Income in which the historically evolved forms of academic political advocacy are increasingly accompanied by a new wave of activism. Crowd-funding initiatives, internet activists, citizen labs, petitions and referenda seek to realize the BI through different claims to expertise than previous attempts. Observing both the tensions between diverse claims to expertise and the overall co-production process through which the Basic Income is realized, this contribution concludes with reflections on the politics of expertise involved in transformative social innovation.
